Background
Butwal Sub-Metropolitan City is one of the rapidly growing urban municipalities in Nepal, with diverse communities including Dalits, Janajatis, women, and other marginalized groups. Following the local elections, several representatives from these communities—particularly Dalit leaders—have been elected at the ward level.  However, the elected local level political representatives, especially Dalit women, face challenges in effectively exercising their roles due to limited exposure to governance systems, legal frameworks, planning processes, and advocacy skills. Structural discrimination, social exclusion, and gender barriers further limit their participation in decision-making processes. Capacity development at the ward level is therefore essential to strengthen inclusive governance, ensure meaningful participation, and promote equitable service delivery.

Rationale of the Training program

Despite the constitutional guarantees for inclusion and representation, meaningful participation of Dalit and marginalized leaders remains limited. Key challenges include:

  • Limited knowledge of local governance and policy frameworks
  • Low confidence and leadership skills, particularly among Dalit women
  • Inadequate participation in planning, budgeting, and monitoring processes
  • Weak advocacy and communication skills
  • Continued caste-based discrimination and gender inequality

This training initiative aims to bridge these gaps by empowering elected representatives with practical knowledge and skills.
